China's latest inbound-consumption policy puts medical travel, rehabilitation and TCM on the official agenda
A March 2026 notice from nine ministries says China will explore international medical tourism clusters, expand rehabilitation and health-check access, support TCM inbound-consumption pilots and improve cross-border insurance settlement.
China's Ministry of Commerce published a notice from nine departments on expanding inbound consumption. In the health section, the document explicitly calls for exploring international medical tourism clusters in qualified regions and for offering services such as executive health checks, aesthetic medicine and rehabilitation nursing for international patients.
The same notice says the Boao Lecheng International Medical Tourism Pilot Zone should continue playing a demonstration role, that pilot work for inbound traditional Chinese medicine consumption should be developed, and that medical institutions may lawfully and prudently broaden direct settlement with international commercial insurers and support cross-border claims handling.
