Sanya's three-year business-environment plan includes healthcare and modern medical-center development

Hainan's provincial portal reported on June 2 that Sanya approved a 2026-2028 action plan to optimize the business environment, with healthcare listed as one of the areas receiving particular attention.

The report says Sanya has established cooperation with leading Chinese medical institutions, including ones in Beijing and Shanghai, while also constructing modern medical centers. It adds that transportation, housing support and public services are also being upgraded, and that foreign tourist arrivals in 2025 rose 41.4 percent to more than one million.

For medical-travel planners, this is a destination-readiness signal rather than an announcement of immediate clinical access. Patients should still verify directly which licensed facilities are open to international self-pay visitors, what languages are supported and whether transport, hotel and follow-up arrangements fit their itinerary.
